Even when you ask someone who their favorite character is they will say Fred and George without even considering that these are two people instead of one. I think it is quite possible that Rowling wrote their scenes with them separate in her mind just to see who might notice that they do have their differences while most of us wont even remember who said what, only that it was Fred or George.
